On August 19-20, 2020 the Republic of Bashkortostan is hosting the Second All-Russia Sabantuy Transurals-2020. One of the key event of the forum was a business meeting Launching national social initiative in the Republic of Bashkortostan. The meeting was arranged by the Agency for Strategic Initiatives and the Government of the region.

On June 9, 2020 Vladimir Putin, the President of Russia asked the ASI to launch such an initiative in several pilot regions.

Now the agency is planning to define and outline the problems and barriers that people face and suggest a kit of regular means to facilitate primary health care and long-term health care.

Radiy Khabirov, the Head of the Republic of Bashkortostan, it was a responsible and conscious decision to launch the project:

We are experienced in initiative launching. For example, we use social contracts that allowed 4.5 thousand hard-up people to receive benefits. The budget allocated half a billion rubles for this. We have an exciting case of attracting the non-commercial sector to social services, Radiy Khabirov said. Now our task is to determine the set points and switch to the actual work. Social initiatives are all about people and their troubles. We need to understand how to help it.

Svetlana Chupsheva, CEO of the Agency for Strategic Initiatives expressed her gratitude to Bashkortostan for their becoming a pilot region. She said it was quite symbolic that such initiatives had been discussed during the First Investment Sabantuy. One year after we witnessed achievements.

We have been working in regions for a few years create conditions for social entrepreneurs. This approach has been adopted at the national scale. We studied how to overcome barriers, what services are in demand, what the taxation system lacks, what authorization documents need. We launched the One-Stop-Shop System. So far we have managed to change the approach to the business community totally. A lot of service went digital. They still have problems but of a different kind.

Svetlana Chupsheva says that needs related to the social sphere are far more complicated. It is important to create a human-oriented system. They should focus on national social initiatives and work with local teams.

We need to understand how we can respond to any need or difficulty quickly and in cooperation, without duty division. We need to go through the person's pain, as we previously did with the business. We need to consider the key need and see how it is met. People need a complex support for a complicated life case. It is important to work out certain interdisciplinary cooperation and digitalization of services. By December we should have gathered all the local active cross-sector teams. I believe in our project and in the team of our republic.

Nikolay Solomon is the Head of the Federal Competence Centre for Labour Performance. He says, it is crucial to pay attention not only to service receiver but to service providers when we launch an initiative.

We implemented projects in Employment Centers and assessed the level of satisfaction with the services. Thanks to the initiative we managed to cut the time people spend to find a job. People managed to avoid bureaucracy. The number of reports dropped. The other side of the service is also people. They are tired of routine. But if we set the right targets, we get a more efficient use of human resources, higher wages, yet overall cut costs.

Yulia Khanzhina, Head of the Department of personnel support for industrial growth of ASI also spoke about difficulties in searching for work and getting employed. She says it is crucial to digitalize this process.

Oksana Gruzdeva, Deputy Minister of Education in Omsk region shared her achievements with the interdisciplinary model for service provided to families with disable kids. She told the expert community that,

everyone knows, the earlier you start correction, the more you can achieve. The major problem we faced is lack of interdisciplinary interaction. The territory was too big. Services were hard to reach. There was no unified institution to take care of them. Besides the social aspect there is an economic aspect in this problem as well. A disable kid 'costs' the system 85 thousand rubles. A healthy one 'costs' 35 thousand. We made conclusions and decided to reform the existing institutions. we decided to engage non-governmentals, Gruzdeva says. We have been using these means for three years. The early help system allowed to cover a bigger territory and extend the variety of services. 80 per cent of specialists were upgraded. We created a resource centre. Over 4 thousand families got help. We build a simple procedure for the families. It allows to watch after a kid at risk. The results are impressive. 37 per cent of kids overcame the underdevelopment.

Starost and Radost Fund also has something to be proud of. Elizaveta Oleskina leads this institution. She shared how they managed to create the social service for helping people. Their main goal is to build a long-term health care system.

It is vital for people to stay society members. The system should rely on the human and his or her needs. Our target groups are not only those who depend on help, but their families too. We aim at maintaining a long life at any age. We want people to maintain their freedom of choice. The system has already engaged 47 thousand people.

Elizaveta Oleskina pointed out another vital issue. She mentioned funding of social initiatives.

Current pilots help to work through the strategy and make decisions. By 2022 we will have approved the model for regions. We hope that the home care will be funded from the federal budget.

The Republic of Bashkortostan can also be proud of the pilot social project and of their overall orientation to this sphere. They spend 73 per cent of the budget for its needs.

Our region has an increasingly longer life expectancy. We defined a criterion. If people want to live and have kids in the republic it is a good sign, Lenara Ivanova, Minister of Family, Labour and Social Security Affairs said. In February we established the Birth Rate Encouragement Roadmap. It followed the analytical work that helped to reveal the potential. We processed the data and started changing people's opinion about having children. It worked as prevention of abortions and extra-corporal fertilization, we gave away certificates on medical examination for newlyweds. We focused on the informational agenda. Two maternity hospitals (maternity hospital No. 3 and the maternity wing in the Kuvatov Republic Clinical Hospital) were authorized for issuing birth certificates when the newborn is discharged.
