Session Smarteka. Platform for exchange of sustainable development practices has finished its work on the Second All-Russia Sabantuy Transurals-2020. A project with the same name was developed by the Agency for Strategic Initiatives. The project aims accumulating successful local initiatives in different spheres of life and at further spreading of this experience in other territories of the country.

Svetlana Chupsheva, CEO of the Agency for Strategic Initiatives began her speech with a notice that Smarteka took longer than a day to appear. During years the ASI was actively working with regions helping them with their investment climate, social and educational issues, with personnel training.

In any projects we remarked best management solutions that prove their efficiency, lead to actual results and can be adopted in other regions.

Bashkortostan suggested Smarteka 8 practices.

We have an anti-crisis kit. All the federal units shared their solutions and measures adopted when everyone was on the lockdown, companies shut down, schools and institutions went remote. The solutions dealt with supporting small businesses and citizens. These solutions appeared in demand. Bashkortostan was amongst pioneers in suggesting their anti-crisis kits aimed at helping small and medium businesses. Many regions decided not to bring the cold to New Castle and were eager to use turn-key solutions from other regions, said Svetlana Chupsheva.

The Republic of Bashkortostan used the forum to present their experience in adopting out-of-the-box solutions in different spheres of the people's well-being. The Agency for Strategic Initiatives appreciated the projects and offered to place such initiatives on Smarteka platform. The platform was enriched with ideas of investment hours with the region leader and the business sheriff institution.

Airat Fakhretdinov, Deputy Minister of Economic Development and Investment Policy of the Republic of Bashkortostan told about the practice of so-called topic hours. Weekly the Head of the Republic of Bashkortostan gathers stake-holders to discuss the most urgent issues, Firstly, it allows to keep in the direct touch with the republic leader. Secondly and majorly, it helps solve problems quickly and completely. There are several types of topic hours. The most important one is the investment hour. It combines all side of the process, such as investors, officials, infrastructure specialists. They solve problems quickly all together. Since this practice has been adopted the meetings reviewed over 230 projects totally worth 700 billion rubles.

The Agency for Strategic Initiatives also paid attention to the experience of Bashkortostan in the program for housing construction savings, privileged milk crafts for kids in the whole republic, social passports of towns, arranging combined orphanages and rest homes, adopting the integrated quality management systems for healthcare institutions. All these practices have already proven their practical value. They might be useful for other regions in relieving their pains.

Andrey Nazarov, First Deputy Prime Minister of the Government of the Republic of Bashkortostan, expressed his gratitude to the colleagues from ASI who had become partners of Transurals-2020:

Your visit and assistance in organization make us believe we will succeed extraordinarily. This success should favorably influence the economy of Sibay in particular and of Bashkortostan in general. Smarteka platforms allows to get acquainted with best practices you should look up to. However, we are not only watching. We take part in the process, said Andrey Nazarov. The ASI National Rating encourages us to improve. Our progress proves we are going with the right pace.

We admit that this year Bashkortostan is seven positions higher in the Investment Climate Rating of Russian Regions. It is now in the top-ten. This rating is regularly formed by the ASI.

Andrey Nazarov jokingly told that the republic gives a head start to the competitors. In a few years it can lead the rating thanks to strategic initiatives adopted.

Bashkortostan is ready to pilot projects of any kind. Our region has remarkable potential and resources, yet it is underestimated. We want to reveal the potential and claim the republic to be one of the best and most comfortable places to live, Andrey Nazarov concluded.
